Kogarah is split between two councils

Kogarah is listed as a suburb by both Georges River Council and Bayside Council, which means part of the suburb is in each council area. The first step for any building project in Kogarah is to confirm which council covers your property, because that decides which planning rules apply:

  • in the Georges River part, the Georges River Local Environmental Plan 2021;
  • in the Bayside part, the Bayside Local Environmental Plan 2021.

Your council rates notice will tell you which council you pay rates to. You can also look up your address on the NSW Planning Portal, or on Bayside Council's online maps.

A health and education hub

Kogarah is home to St George Hospital, and the NSW Government's South District Plan (2018) names Kogarah as a strategic centre with a health and education precinct. Kogarah Station is on the T4 Eastern Suburbs & Illawarra Line.

The Georges River plan includes a Kogarah South Heritage Conservation Area. If your property is in a heritage conservation area, extra controls apply to demolition and to changes to the outside of the building, and you will usually need development consent. Check your lot on the Planning Portal before you plan major changes.
