Hurstville at a glance for home owners
Hurstville sits wholly within the Georges River Council area, so the planning rules that apply to most homes in the suburb come from one council and one plan: the Georges River Local Environmental Plan 2021. That plan replaced the old Hurstville Local Environmental Plan 2012 in October 2021, so if you are reading older advice about your block, check that it still applies.
Hurstville is also one of the strategic centres named in the NSW Government's South District Plan (2018), which describes it as an important retail destination for the district. Hurstville Station is on the T4 Eastern Suburbs & Illawarra Line. For home owners, being near a busy centre is one reason planning controls can differ from street to street, so it pays to look up the controls for your exact lot.
Local planning
Planning checks before you build in Hurstville
- Look up your property. Georges River Council points home owners to the NSW Planning Portal to find the planning controls that affect a property, including zoning.
- Lodge online. Georges River Council only accepts development applications through the NSW Planning Portal. See the council's online DA lodgement page.
- Consider complying development. If your block and design meet the set standards, some new homes, granny flats and extensions can be approved as complying development instead of through a full DA.

Can’t see your question? Call 0421 023 012 and we’ll talk it through.
Which council approves building work in Hurstville?
Hurstville is in the Georges River Council area. Development applications are lodged with the council through the NSW Planning Portal, and the Georges River Local Environmental Plan 2021 sets the main planning controls.
Can I build a granny flat on my Hurstville block?
It depends on your block's zoning, size and shape. Many granny flats are approved as complying development when the site meets the standards; others need a development application. We can check your site at a free consultation.
Does the Hurstville Local Environmental Plan 2012 still apply?
